Abstract :Meeting targets aimed at tackling the climate change challenge requires moving towards an energysaving and low-carbon development. These targets can only be met with major reductions in carbon emissions from the low carbon technologies. The low carbon technology gap between developed countries and developing countries leads to technology transfer and transaction needs. Technology transfer price is the focus of bargaining in international transfer of low technologies. In terms of the bargaining models, Rubinstein is a model with complete information and alternating offers, which finds a unique subgameperfect equilibrium without delaying in agreement. Thus a crucial dimension of real bargaining problems insert ignore into journalissuearticles values(information incompleteness); is missed.
