Abstract :ÖZET Halil Rıfat Paşa, Osmanlı Devleti'nin son dönemlerinde yetişen önemli devlet adamlarındanbiridir. Paşa, bahiliye Nazırlı~ı ve Sadrıazamlık görevlerinde bulunmasına r~en daha ziyade valilik görevlerindeki yaptı~1 başarılı hizmetleriyle anılmaktadır. Bu hizmetler arasında, Paşa'nın 1882 - 1885 yıllarında, Sivas'ta vali iken yaptı~ı faaliyetler daha fazla öne çıkmaktadır. Paşa, Sivas valili~i döneminde, vilayet dahilinde kilometrelerce yol ve çok sayıda okul yaptırmıştır. Bu makalede O'nun Sivas valili~jndeki imar ve egitim faaliyetleri hakkında bilgi verilecektir. AB8TRACT Halil Rıfat Pasha was one of state's men the Otoman State educated in its last period, Although Pasha became in posts of Internal Ministership and Prime Ministetship, he has been remembered with the succesfull services that he made İn his posts of governorship. Among these services, the activities that Pasha made in his governor of Sivas between ı 882 and J885 has been ahead of others. During his governor of Sivas, Pasha contributed to be built a number of kilometre roads and many schools. In this article, it is to be given information on his actitivities of reconstruction and education during his governor of Sivas.
