Abstract :Hükümet sistemi tartışmalarında siyasal kültürün rolü ve etkisi Türkiye’deki literatürde genellikle göz ardı edilmekte ve bu yaklaşım başkanlık ve parlamenter sistem uygulamalarının kapsamlı bir şekilde analiz edilmesini engellemektedir. Çünkü bir hükümet sisteminin etkinliği, içinde işlediği toplumun siyasal kültürüyle yakından ilişkilidir. Hükümet sistemi ve siyasal kültür bu kapsamda birbirlerini karşılıklı olarak etkileme gücüne sahip olgulardır. Diğer bir ifadeyle hükümet sistemlerinin belirli bir ülkedeki işleyişi o ülkenin siyasal dinamiklerine, toplumun demokratik olgunluğuna, nüfus yapısına ve eğitim düzeyine uzanan geniş yapısal faktörlerle ve bu faktörlerin yekûnunu temsil eden siyasal kültürle yakından ilişkilidir. Hükümet sistemlerinin siyasal kültür bağlamında inceleneceği bu çalışma bu çerçevede siyasal kültürle ilişkili muhalefet kültürü, parti disiplini-lider etkisi ve demokrasinin kurumsallaşması olguları üzerinden başkanlık ve parlamenter sistemin Türkiye’deki siyasal kültürle uyumu çerçevesinde uygulanabilirliğini değerlendirecektir.  Anahtar Kelimeler: Siyasal Kültür, Demokrasi, Muhalefet Kültürü, Başkanlik ve Parlamenter Sistem   Abstract The role and influence of the political culture in the scholarly dispute over the systems of government are important. The efficiency of a system of government is closely  related to the political culture of the society where the system operates. In this context,  systems of government and political culture mutually influence each other. In other  words, operation of a system in a specific country is closely associated with a wide range  of structural factors such as political dynamics of the country in question, society’s democratic maturity, population structure and education level, and political culture that  represents these factors as a whole. This article addresses government systems within the  context of political culture, and evaluate the viability and adaptation of presidential and  parliamentary systems in Turkey in terms of the opposition culture regarding to political  culture, party discipline-leader’s influence and institutionalization of democracy.
