Abstract :Mevcut hükümet sistemine yönelik eleştiriler ve buna binaen alternatif hükümet sistemi arayışları ülkemizde uzunca bir süreden beri gündem oluşturan konuların başında gelmektedir. Parlamenter sistem, başkanlık sistemi, yarı başkanlık sistemi ve karma sistemler ekseninde zaman zaman farklı arayışlar/öneriler ortaya çıkmaktadır. Öne sürülen önerilerde dikkat çeken husus, ülkenin şartlarından ziyade öneriyi yapan kişilerin, çeşitli angajmanlarla, ısmarlama tabir edilebilecek şekilde çeşitli hükümet sistemlerini öne sürmeleridir. Bu nedenle önerilen hükümet sisteminin avantajları ön plana çıkarılırken dezavantajları görmezden gelinmekte ya da etkisizleştirilmeye çalışılmaktadır. Aynı şekilde hükümet sistemleri tercihi bir tartışma konusu haline geldiğinde de taraflar benzer tutumlar gösterebilmektedir. Bu şekilde yapılan tartışmalar ise adeta bir kör dövüşünü andırırken sonuç noktasında yol alınamamaktadır. Farklı hükümet sistemlerinin avantajları ve dezavantajlarının Türkiye bağlamında incelendiği bu makalenin amacı olabildiğince objektif kalmak suretiyle ülkemiz için hangi hükümet sisteminin daha uygun olacağına dair bir tartışma yürütmek ve bu konuda daha elverişli tartışmaların sürdürülebilmesi için düşünsel yollar açmaktır. Abstract The critique of the current governmental system and the search for an alternative are one of the leading topics in the political agenda in Turkey. Different suggestions,  including parliamentary system, presidential system and mixed systems, are proposed in this political atmosphere. However, the point about those proposals is that the people insist on the governmental systems that represent their own political engagements which could be depicted as an “imposed suggestion,” rather than a suggestion that considers the political-social needs of the country. Hence, the defended proposals about the advantages of those governmental systems’ are ignored or counteracted. Similarly, the  opponents follow the same behavioral patterns. As a result, the supposed discussions become at cross purposes, while it is hard in these circumstances to arrive at a conclusion. The aim of this article, which analyses the advantages and disadvantages of the different governmental systems in the context of Turkey, is to initiate a discussion  about the most suitable governmental system for Turkey in a proper objective way, in addition to opening intellectual ways to be able to extend the regarding debates.
