Abstract :It was noted that the strategy of progress is based on the activity of the subjects of the world system intellectual property and its global environment, which are effected by the objective laws of development of its objects while simultaneously operating the necessity and process management capabilities of creativity, which are directed with sent intelligence and understanding person of personality to algorithmization when adjusting the standard solutions or or heuristics with the achievement of the original object and the assertion of the priority of the result entrusted with the examination, which objectively regardless and relatively equal in rights with the subject which creates the effect of the drive for the progress of the impact.
