Abstract :One of the unsolved question of the Tanzimat period is whether Fuat Paşa wrote a political testament. It is quite possible that there may never be a definite answer to this question. But the document which is usually entitled \`Fuad Paşa\`s Political Testament\` is interesting and important to the historian of the nineteenth century. It is a clear and cogent analysis of the foreign policy which the Ottoman Empire
