Abstract :ÖZET Devletlerin büyümesi do ğ ru haber alma te ş kilâtlarının sa ğ lıklı işlemesi ile mümkündür. Tarih içinde kurulan bütün devletlerin yöneticileri kara, deniz ve nehir yolu ula ş ımının organizasyonuna önem vermi ş lerdir. Bir yandan yola çıkacak ulaklara hazineden yardım yapılmı ş bir yandan da yol emniyetinin sa ğ lanması için menzil-haneler kurulmu ş tur. Emir ve fermanlarını atla giden ulaklar eliyle üç kıtaya ula ş tıran Osmanlı Devleti 624 yıl dünyanın süper devleti olarak varlı g ını sürdürebilmi ş tir. All administrators of the states in the history have made a strong emphasis on the organization of ground, sea and river transportation systems. Messengers have been funded by treasury while rider stations have built to maintain transport security. Ottoman Empire has survived as the dominant state of the world for 624 years by transmitting its imperial orders insert ignore into journalissuearticles values(ferman); to three continents via messenger - riders.
