Abstract : As the world experience proves, one of the prerequisites for the formation of the rule of law is the existence of civil society institutions. And it is directly proportional to the level of development of democracy. The formation and development of civil society in the Republic of Kazakhstan will pave the way for further deepening of the democratization process in the country. Today, many democracies aspire to be the rule of law. The rule of law is a state whose main goal is to protect the rights of the individual and society as a whole. Here the person, his life, rights and freedoms are the main values. In today's global world, the concept of the rule of law is a universal ideal for the formation of the relationship between the state, society and the citizen.The essence of the idea of the rule of law is its consistent democracy, the consolidation of the sovereignty of the people as a source of power, the subordination of the state to society. The main thing in the idea of the rule of law is the connection with the law, which is a guarantee of protection of citizens from violence and oppression of the state and its bodies. Considering all this, the relevance and further research of this problem is of great interest among citizens interested in the country's politics. In the article, the authors studied the historical stages of the development of the rule of law from the point of view of antiquity to modern thinkers.Keywords : The Rule of Law, Constitutional Government, Civil, Political and Economic Rights and Freedoms
