Abstract :Öz Yeni Sağ, klasik liberalizmin iktisadî yönü ile muhafazakar siyasetin bir araya gelmesi sonucu oluşmuş eklektik hükümet programlarına verilen addır. 20. yüzyılın son çeyreğinde ortaya çıkan Yeni Sağ’ın, Huntington’un üçüncü demokrasi dalgası şeklinde isimlendirdiği siyasi olguya paralel bir gidişat izlemesi dikkat çekicidir. Bu makalede yaygın bir şekilde Yeni Sağ’ın Türkiye temsilcisi olarak görülen Turgut Özal’ın iktisadî ve siyasî politikaları ile demokratikleşme arasındaki ilişki incelenmektedir. Makalenin bulgularına göre Özal, ekonomide liberalizasyon, bireysel hak ve hürriyetlerin güçlendirilmesi ve genişletilmesi, sosyopolitik yaşamda sivilleşme ve demilitarizasyon, kamu bürokrasisinde daralma ve devlet teşkilatlanmasında yerelleşme olmak üzere Türkiye’nin demokratikleşmesine çeşitli katkılarda bulunmuştur. Makale, bu yönden, liberalizasyon politikaları nedeniyle Yeni Sağ ile demokratikleşme arasında paralel bir ilişki bulunduğuna dair genel bir çıkarım ile son bulmaktadır. Abstract The New Right is the name attributed to an eclectical governmental program which formed with the fusion of classical liberal economy and political conservatism. Appeared in the late 20th century, the New Right seems to be related with a paralel political phenomenon that came to be dubbed by Huntington as “the third wave of democracy.” This article examines the relationship between democratization in 1980s and the politico-economic policies of Turgut Özal who has commonly been deemed the Turkish represantative of the New Right. The findings of this study suggest that Özal contributed to democratization in Turkey by liberalizing Turkish economy, widening the frame of individual rights and freedoms and strengthening them, demilitarizing the sociopolitical life, shrinking public bureaucracy and localizing the state organization. From this respect, this article concludes that there is a positive relation between the New Right and democratization because of the liberalization policies of the New Right.
