However, every innovation step that is taken brings a new culture. In this respect, the transformation brought by the cult is reflected in the degree of managerial competence and innovation. For many years, the Weberian bureaucratic structure and culture have settled down. Making this culture flexible is not an easy transition process for Turkish Public Administration. Because of this need, the study reveals the interaction of leader-organization culture; in other words, the study reveals the rate of leader internalizing new culture. The limitation of the work is done within the boundaries of a district boundary, which shows the traditional characteristics. Of course, the views of the managers in the modern city differ. Because traditional cities are reflected more in bureaucratic organization structures. On the other hand, the number of modern districts in the country is not more than the number of traditional districts. Of course, if the new public administration insert ignore into journalissuearticles values(NPM); culture is internalized in the traditional district, it is more internalized in the modern city. Ultimately, the NPM process is closely related to a social change of culture. It is also important that the study be disseminated to every accessible institution in a district, to take the views of each different manager, to raise an overall view on this issue, and to try to reflect all the characteristics of the NPM. In the theoretical part of the study, there is organizational culture, GQA organizational culture, GQA leadership understanding. In this section, there is the process of transition from NPM to NPM and the reasons for this. This section has the features and features of NPM. In this section, there are YKY organizational culture, YKY leadership understanding, YKY adoption benefits. In this section, the NPM has a reflection on organizational culture and leadership. In order to assess public administrators` internalization rates of NPM`s new cultures, in the application part of the study, in Şereflikoçhisar District, it was distributed to public administrators as `municipality, soldier, district governor, court, tax office, SGK, Aski, Agricultural District Directorate, School, Hospital, health centers, Mufti, Public Education Center, Credit Dormitory Institution and Security`. As a result, a total of 94 questionnaires were collected in a complete and usable way. Analyzes were made with the SPSS program. Finally, findings and interpretations were obtained. Thus, internalized and non-internalized aspects of NPM were identified by the managers.
